Writing in a group

Several big television shows are written with a group of "staff" writers instead of just one. For instance, shows like LOST & HEROES, have a meeting with all of the staff writers. There is a "board" which describe last season, loose or dangling plot threads, and where they want the stories to go at the head of the room for reference.

The team of writers sits down and hashes out the details of where they want the show to go story wise and then the entire story is broken up into units, which will become episodes. Smaller groups (of one or two) write each episode and then run it by the leader (or "show runner") for approval before they go and get filmed.

Is there any reason why a comic, webcomic, or a couple different comics couldn't be written this way? I know that we won't be able to sit together in a real room but I see real possibility here. Those interested would have to commit to writing, and drawing, what ever the group decided to tackle as their first assignment even if it wasn't one particular individuals concept.
